Do all airlines charge Full IATA rates for repatriation of Human Remains?

What does Full IATA rates mean?

Full IATA rates are set by IATA for airfreight shipments worldwide. They are expensive and are not used for most types of cargo, but some airlines still use these rates for Human Remains.
